Dr. Allely has extensive research, analysis and operational experience in both private and public sector healthcare. His 40 year career has included unit leadership, academic appointments, development of medical education and training programs, operational research, and combat deployments.

Dr. Allely has conducted research and analysis in support of medical policy, doctrine and operational plans in service, joint, and interagency settings. He served as the primary author and lead on multiple senior level briefings to DoD and interagency partners, including the Department of State, Department of Homeland Security, Department of Health and Human Services, Central Intelligence Agency, National Security Agency, National Counter Terrorism Center, and the National Security Council.

Dr. Allely served as medical subject matter expert and senior officer for a DoD study of Operation UNITED ASSISTANCE (OUA) conducted for the Chairman, Joint Chiefs of Staff. The OUA study interviews included decision makers and operators in Liberia, at USARAF, AFRICOM, the Joint Staff, OSD, CDC, USAID and WHO. Dr. Allely participated as a DoD representative to the White House interagency lessons learned working group for OUA provided extensive input to the final report to the President.

Dr. Allely served as Assistant Joint Surgeon and later as Deputy Joint Surgeon (acting) for the National Guard Bureau where he served as a full-time advisor to the NGB Joint Surgeon and the Chief, National Guard Bureau on Public Health and Medical matters including: Individual Medical Readiness, Medical Operations, Force Health Protection, and Global Health Engagement

Dr. Allely served three years as the Chief for the Readiness and Deployment Operations Branch of the USPHS Commissioned Corps where he oversaw the planning, preparation, training, deployment, and post-deployment operations of USPHS Commissioned Corps.

As the Maryland State Surgeon, Dr. Allely was the senior medical advisor to the Adjutant General of Maryland and oversaw the medical and dental readiness operations for the Maryland Army National Guard. During Maryland’s response to COVID-19, Dr. Allely led the Maryland Medical Joint Task Force and was appointed by Executive Order of the Governor, as Special Safety and Compliance Officer overseeing the Maryland Department of Health assessment and response efforts in nursing homes and other skilled nursing facilities.

Dr. Allely’s private sector experience includes extensive work applying information technologies in healthcare training, management and operations. As the Director for the Center for Medical Education Technologies at the Henry Jackson Foundation (1989-1999), Dr. Allely led the development of computer based medical training programs supporting the Army, Navy and Air Force. As President of American Medical Diagnostics (2001-2023), Dr. Allely led the development and implementation of inter-professional diagnostic tools leveraging EHR technologies at several major teaching hospitals and supporting over 500,000 diagnostic interpretations . As Chief Operating Officer for CIAN Diagnostics (2021-2023), Dr. Allely led the daily collection operations for COVID-19 testing in K-12 schools in Maryland, Virginia, and South Carolina.

Dr. Allely’s current work at CSTS focuses on support and analysis of behavioral health and comprehensive prevention planning efforts of the National Guard Bureau and the Army National Guard.

Dr. Allely’s primary research interests focus on how individual incentives and the quality of information impact decision making and outcomes in healthcare systems.
